Colorado HB 26-1263 — Conversational Artificial Intelligence Service Operator Requirements

What it requires

The first US state statute written as a standalone chatbot safety act — distinct from Colorado's broader algorithmic-discrimination law (SB 24-205 / SB 26-189). It requires operators to disclose that a user is interacting with AI; for minors, to estimate age and filter content, bar reward-based engagement incentives and simulated romantic or dependent interactions, and provide privacy controls; to run a mandatory response protocol for self-harm signals; and to report flagged interactions to the Attorney General annually.
