Why this red line exists
This is the single most heavily litigated harm class in the ledger (H10, developmental harm), and the one age-verification gaps most directly expose.
Laws that reference it
- US KIDS Act / SAFE Bots Act (H.R. 7757) — minor-specific safeguards; passed the House, pending Senate.
- US GUARD Act (proposed) — would bar under-18s from AI companions outright — introduced, not enacted.
- Australia Online Safety Act + eSafety GenAI position — existing online-safety law extended to generative-AI harms to minors.
